Essential Functions:

The Senior Estimator provides and/or coordinates full estimating services in all aspects of the bid/estimating process from the review of plans and specifications, estimating material cost and craft labor productivity, soliciting and negotiating prices from subcontractors/supplier through the completion of the bid/estimating effort for a variety of water/wastewater treatment and infrastructure projects.   

Responsibilities:

Pre Bid:

  • Performs quality take-offs
  • Applies self-perform labor man-hours and productivity estimates
  • Obtains competitive commodity pricing and solicits quotations for any specialty equipment and material
  • Directs, coordinates and provides access to information and documents to subcontractors and solicits subcontractor bids. Perform reviews with subcontractors and vendors to verify scopes of work and ensure scope and price are complete
  • Evaluates the lowest cost, qualified subcontractor/bid
  • Communicates with engineers to clarify scope of work, materials, schedule requirements and documents these clarifications
  • Proposal development
  • Actively participates in the internal estimate review process
  • Assists with final assembly of estimate including proposal presentation

Post Bid:

  • Collects and organizes all bid information for future reference
  • Prepares summary for bid hand-off on successful bids
  • Explains scope and cost estimate for project presentations. Aids in maintaining historical data
  • Participates in buy-out of subcontractors and material purchase orders
  • Other duties and responsibilities as assigned by the General Manager or his/her designee

Qualifications:

  • Bachelor’s Degree in Construction Management, Engineering or related field; or comparable field experience and training
  • Minimum of eight (8) years construction experience with at least four (4) years estimating in water/wastewater or heavy civil industry
  • Design-Build and Construction Manager at Risk experience a plus
  • Proficiency in Microsoft Office suite (such as Outlook, Word, Excel, PowerPoint, etc.) as well as the use of the internet
  • Timberline experience desirable
  • Agtek and Planswift experience a plus
  • Must have good communications skills
  • Must have excellent customer service and interpersonal skills
  • Strong attention to detail
  • Ability to work independently and as part of a team

Working Conditions:

90% of the time is spent in the office environment, utilizing computers (frequent use of MS Office tools (Word, Excel, PowerPoint, Access) telephones, and general office equipment.  10% of the time may be spent outside of the office at other locations.
